Advancing Solutions for Foster Youth in Appalachia: Highlights from the 2026 Next Step Summit


Across Appalachia, young people aging out of foster care face significant challenges, including limited access to stable housing, workforce opportunities, and consistent support systems. As conversations grow around foster care funding and outcomes in West Virginia, the need for effective, community-based solutions for youth in transition has never been more urgent. Addressing these gaps requires collaboration, innovation, and a commitment to building pathways toward long-term stability.


On April 22, 2026, New Vision Renewable Energy (NVRE) hosted its 4th Annual Next Step Summit in Philippi, West Virginia, bringing together over 80 leaders and partners in child welfare, behavioral health, workforce development, and rural economic development. The Summit focused on advancing solutions for foster youth transitioning to adulthood, including expanding access to affordable housing in Appalachia, building workforce training and employment pathways, and strengthening coordination across public and community systems.


A central focus of the Summit was the New Vision Village model, a rural tiny home community that integrates transitional housing, mentorship, and job training for young adults ages 18–25. This innovative approach addresses both housing instability and workforce readiness, offering a scalable solution for rural communities across Appalachia.

One of the most impactful moments of the Summit was a panel featuring residents of the New Vision Tiny House Village. These young adults shared their lived experiences within the foster care system in Appalachia, offering honest perspectives on both the challenges and opportunities they have encountered. Their voices highlighted the critical need for stable housing, mentorship, and community support in creating successful transitions to adulthood.


The 2026 Next Step Summit demonstrated that real solutions are already taking shape. Through innovative housing models, workforce development programs, and strong community partnerships, New Vision and its Appalachian coalition are working to reduce substance use risk factors and create sustainable futures for young people.
